ARTICLE 1 -- Name and Purpose

Section 1: Name

This chapter shall be called the

Gallatin County Bass Club- 7130

of P.O. Box 71, Warsaw, Kentucky 41095

Section 2: Purpose

To stimulate public awareness of Bass fishing as a major sport. To offer our state conservation department our organized moral and political support and encouragement. To promote full adherence to all conservation codes and to demand adequate water standards. To detect and report any polluter and call public and political attention to his crime. To improve our skill as bass anglers through a fellowship of friendly exchange of expert bass-catching techniques and ideas, and to promote and encourage youth fishing, and a love for this great recreation. To function as a dynamic and effective link with other chapters of the State B.A.S.S. Chapter Federation embracing the principles and purposes of Bass Anglers Sportsman Society.

ARTICLE II -- Membership

Section 1: Number of Members

The chapter shall begin with and maintain at least six members.

Section 2: Requirements for Membership

To become a chapter member, a person shall:

a. Voluntarily express a genuine interest in membership.

b. Be a member of B.A.S.S. (See ARTICLE VI for affiliation requirements.)

c. Submit an application for membership. This application must be signed by a current member who will recommend the applicant for membership.

d. Application will be voted on by secret ballot and must receive 75% yes vote of members present for applicant to become a member of Gallatin County Bass Club. (Applicant may re-submit application for acceptance after a 30 day waiting period.)

e. Upon acceptance as a member, applicant must be a member of the Kentucky BASS Federation.

d. Assume their own Liability for any and all occurrences whatsoever they might be.

Section 3: Membership Dues

a. The membership dues shall be $45.00 annually, initially payable upon being voted into the chapter, $15.00 of which shall be for National Federation dues, $10.00 of which shall be for State Federation dues and $20.00 of which shall be for chapter dues.

b. Dues for the upcoming year become due on November 1 of each year and must be paid before December 15 of current year. Any member not paid by December 15 must submit New Member Application for new membership.

c. Members are responsible to keep their membership to Bass Anglers Sportsman Society up to date.

d. Termination of membership will be for failure to pay all dues, and habitual unsportsmanlike conduct. All dues include dues referred to in Sect 3c above.

e. Age requirement for membership shall be 16 years of age

Section 4 -- Meetings of Members

a. The regular monthly meeting shall be held on the first Wednesday of each month. Meeting time shall be 7:30 PM.

b. Regular monthly meetings shall start at set starting time and be conducted in such manner as to get business over in shortest possible time.

c. All business decisions of the chapter shall be made by a majority vote of members present.

d. A member may request vote to be by secret ballot on any matter.

Section 5 -- Financial & Points

a. For financial record keeping and point system data the Gallatin County Bass Club will operate the fiscal year from November 1 thru October 31 of each year.

  1. At years end the Bass Club General Fund will maintain money that will cover Hi Point Anglers entries for the next year. (Not to exceed $160.00 and/or 8 tournaments) and the cost of Hi Point Angler Jacket.

ARTICLE III --- Officers, Elections, Vacancies, and Eligibility

Section 1: Officers and their Duties

The officers of the chapter shall consist of:

a. President: Preside over all meetings and direct all official business. The President shall be an ex-officio member of all elected committees. Supervise all club functions.

b. Vice President: Act as program chairman, assist the president in his duties and preside in the absence of the president.

c. Secretary/Treasurer. Maintain accurate minutes of all regular and special meetings as called for by the chapter President. Maintain regular liaison between the chapter and the BASS National Federation and the State Bass Chapter Federation. Collect and disburse all moneys. Maintain accurate records and present a current balance report at each regular meeting. Prepare an annual audit for review by the Chapter Executive Board. Report to be ready for Executive Board by December 31 of same year.

d. Tournament Director: Conduct all Tournament events and report record keeping information to the Secretary/Treasurer.

Section 2: Elections

The election of officers shall be held annually at a regular meeting during the month of October. Election shall be by simple majority vote of members present. Election for each officer shall be held separately in order listed in ARTICLE III. Section 1.

Section 3: Eligibility of Vote

Each member is entitled to one vote. Proxy votes are not permitted.

Section 4: Term of Office

The term of office is for one year, which shall begin on November 1, and end on the last meeting day of October, or until the successor assumes office.

Section 5: Vacancies

In the event of an office becoming vacant, nominations shall be asked for and an election held to fill the unexpired term of the individual vacating the office, National BASS headquarters shall be notified immediately of the change of any officers.

Section 6: Eligibility for Holding Office

To be eligible for an office a member must:

a. Have attended 75% of all Club meetings for the past 12 months.

b. Have attended 75% of all club functions for the past 12 months.

c. Maintain current BASS membership.

ARTICLE IV -- Standing Committees

All standing committees shall be elected by a majority vote from the membership present. Committee volunteers and or nominations will be voted by majority of membership present.

All standing committees will serve for one year or until a new committee is elected. The terms of the committee members will coincide with that of the president. Each committee shall elect a chairman.

a. Executive Board: The Executive Board shall consist of 7 members. The President, Vice President, Sec/Treas., Tournament Director, and Assistant Tournament Director and two members elected by a majority vote. The Executive Board will decide all protests and rule on all violations of the tournament rules and bylaws of the chapter.

b. Youth Committee: The purpose of this committee shall be to plan, organize and implement Club Youth Project.

c. Conservation Director: The purpose of this position shall be to protect our natural environment from harmful change; to document and report to the proper authorities violations of local, state, and federal anti pollution laws, statutes, regulations, ordinance and other regulatory devices.

d. Tournament Committee: Club Tournament Director shall be the Chairman of this committee. The Committee shall consist of the Tournament Director, Assistant Tournament Director, President, and two members elected from membership by simple majority vote. The tournament committee shall draft tournament rules, which must then be approved by the general membership. The committee will be responsible for the arrangement of the up coming years tournament schedule. Committee will present to membership a list of the date, times, and 2 bodies of water for membership to select one of the 2.

ARTICLE V -- Removal of Membership

Section 1: Removal of Membership

a. Failure to pay all dues. No vote necessary for removal of membership when member does not abide by Art II Sect 3, b.

b. Any action that would reflect dishonor and disgrace on this chapter and/or BASS.

c. Habitual un-sportsman like conduct. Vote will be by secret ballot for dismissal on members falling under Art V, Sect 1 b & c.

ARTICLE VI-- AFFILIATION

Section 1: Requirements for Affiliation

a. Approval of Chapter Charter by BASS.

b. Update BASS with a chapter membership roster once each year upon receipt of current BASS roster at year's end.

c. Names and addresses of new members joining the chapter during the year must be submitted to BASS as they occur (See ARTICLE II Section 3 for dues requirements.)

d. Maintain 100% BASS membership.

e. Must affiliate with State Federation and support its conservation and Youth programs.

ARTICLE VII-- Method of Amending the Bylaws

Section 1: Amending the Bylaws

Any proposed change in the Bylaws shall be presented in writing at the November meeting for discussion and voted on at the same meeting following discussion of proposed bylaw change. This should be presented during the New Business section of meeting.

ARTICLE VIII-- Team Challenge Tournament

a. The top 6 members following the August monthly tournament shall make up the 6-man team to compete at the annual KBF Club Challenge Tournament.

b. The Club will pay the entry fee for this event.

c. The 6-man Team will receive a maximum of $200 per boat from the Team winnings, to cover travel & lodging expenses, after the initial Club expense has been reimbursed.

d. All remaining money after ART VIII c shall revert to the GCBC General Fund.

ARTICLE IX -- Tournament Entry, Payout

Section 1: Entry fees

a. The chapter will make every effort to have 8 monthly tournaments per year with a Fall Classic at the end of the year

b. Entry fees must be paid no later than the day before starting time of each tournament.

c. Big Bass jackpot will be 100% payback. $10.00 Entry fee. (This is optional for anyone who wishes to participate.)

d. New members shall pay all entry fees from the date of their membership. 20% of the entry fee (maximum of 4) for each tournament they have missed from first of year. Member shall pay full entry fee for any missed tournament after the first four missed tournaments, in order to be eligible for the Fall Classic.

Section 2: Payout

a. At all regular monthly tournaments the club will pay 80% of the total entry fees received. The breakdown shall be as follows:

20% --Retained for Fall Classic 40% --1st.. Place

25% --2nd Place 15% --3rd Place

b. If no fish are caught for a place winner, all money shall go to the Fall Classic Fund. If no Big Bass is caught during a tournament, members in the sidepot will get their money back.

c. At all GCBC tournaments, should not enough fish be caught for places involved, all tournament monies will be paid to the places that fish were caught for.

ARTICLE X-- Fall Classic Entry, Payout & Eligibility

Section 1: Entry

The Classic will be free of entry fee with the prize money deriving from the 20% held from the previous 8 monthly tournaments during the year.

Section 2: Payout

a. The Classic Payout shall be as follows:

40% of Classic Fund --1st. Place

25% of Classic Fund --2nd Place

20% of Classic Fund --3rd Place

15% of Classic Fund --4th Place

Section 3: Eligibility for Classic

Qualification for the Classic requires all members to pay 20% of the entry fee for all tournaments missed (maximum of 4) and must participate in not less than 50% of all tournaments for that year.

ARTICLE XI -- Point System Meetings & Tournaments

Section 1. Meetings

No Points shall be awarded any member for attending meetings.

Section 2: Tournaments

Each member shall receive Tournament Points for:

a. Participation Points of 20 pts for all members who arrive at Tournament site 15 minutes prior to start time.

b. All members, who arrive less than 15 minutes before start time, shall be penalized 1 pound for that days tournament.. Any member arriving late for tournament will be required to have boat checked by another member before fishing and must state to other member at that time his intentions of being in the Big Bass sidepot.

c.. Late arrivals will be paired at discretion of the Tournament Director.

d. Members will receive Weight & Place Points for fish weighed. Place points will be 200 pts to 1st Place and graduated down 4 pts per place. Weight points shall be 4 points per pound of fish weighed. Members that weigh no fish shall receive 20 place points less than last place that weighed fish..

e. There shall be 4 ounces deducted for every dead fish weighed. Any fish presented to weighin and is SHORT will be tossed and 1 LB deducted from members total weight.

f. Big Bass winner at each tournament shall receive 4 bonus points.

ARTICLE XII --Order of Business

The order of business at club meeting shall be:

ARTICLE XIII-- Bylaws Revision

As of November 1, 2000 all previous Bylaws and tournament rules for the Gallatin County Bass Club have been abolished and this Revision of Bylaws and Tournament Rules are the only ones to be used.
